Development of a Roadmap to integrate Sustainable Consumption and Production within the Housing and Construction Sector for Turkey

The roadmap on Sustainable Consumption and Production (SCP) in Türkiye’s housing and construction sector frames the sector as a strategic priority for the country’s transition towards resource efficiency, energy efficiency, and a more circular economy. "Mediterranean Sustainable Consumption and Production Regional Action Plan" has been prepared for the activities of the "Sustainable Consumption and Production Regional Activity Center" (SCP / RAC), which operates within the Barcelona Convention (Agreement on the Protection of the Mediterranean Against Pollution), to which Turkey is a party of eight Mediterranean National Sustainable Consumption and Production National Action Plans have been developed. The indexed text highlights that the construction sector has the largest raw material consumption footprint in Türkiye, reported as 61.3%, which makes improvements in material use, waste management, and life-cycle thinking especially important. It also stresses that housing and construction are closely linked to climate mitigation, construction and demolition waste recovery, and the need for more sustainable production and consumption patterns in the built environment. At the policy level, the roadmap is aligned with national frameworks such as the National Climate Change Action Plan, the 11th Five-Year Development Plan, the National Energy Efficiency Action Plan, and the National Waste Management Action Plan. The summary further indicates that priorities include energy-efficient buildings, resource-efficient construction materials, recycling and recovery of cement, iron and steel, and better use of excavation soil within circular construction practices.
